Enrolment at the University of Luxembourg as a third-country national

Students with non-European diplomas can enrol at the University of Luxembourg, under certain conditions, to pursue a course of full-time study, leading to a higher education diploma, as their main activity.

Registration periods and formalities depend on the intended cycle of study.

Who is concerned?

The information set out below applies to students applying to the University of Luxembourg, with a diploma from a non-European country.

Prerequisites

The following applies to the holders of a secondary education diploma or a valid bachelor's or master's degree. 

Applicants with qualifications from non-European countries applying to the University of Luxembourg must enclose apostilled or doubly legalised copies of their qualifications and transcripts of corresponding grades (original stamps and signatures).

Photocopies cannot be accepted.

These formalities are not required for applicants legally resident in North or South America. Otherwise, the institution of origin (secondary school/university) must forward a copy of the diploma or degree and a transcript of grades in a sealed envelope.

Please note, for qualifications obtained in Cameroon, Nigeria, Ghana, Senegal and the Ivory Coast:

The University is obliged to impose stricter conditions for these countries. In addition to the apostille or double legalisation of the qualification and the transcript of grades, the institution (secondary school/university) where the student obtained their basic qualification must forward a copy of the qualification and a copy of the academic transcript in a sealed envelope.

Preliminary steps

In addition to the conditions for admittance to the University, students must ensure that they have the right to enter and stay in Luxembourg for the duration of their studies.

How to proceed

Enrolling for the 1st year of a Bachelor's degree course

The following applies to students with secondary school diplomas from institutions in non-European countries, not recognised by the Ministry of Education, Children and Youth

Entry conditions and enrolment period

This procedure is for all applicants with a non-European qualification from countries that have not signed the Paris and/or Lisbon conventions on the mutual recognition of qualifications.

Applicants not meeting the prerequisites for obtaining an equivalent qualification from the Ministry of Education, Children and Youth must take an entrance exam held by the University of Luxembourg. Once the application has been received, provided it is complete, the applicant will be asked to attend the entrance exam, which will be held in Luxembourg on the date shown on the notification.

The entrance exam consists of:

  • an essay on a topic of general knowledge in the 2 teaching languages selected;
  • a maths test.

If students are applying for a selective education course that applies the numerus clausus, simply passing the entrance exam does not guarantee admission. In fact, applications will be subject to a selection procedure carried out by the Assessment Committee.

If students are applying for a non-selective course, passing the entrance exam is sufficient to guarantee admission.

Applicants with secondary school graduation diplomas from institutions in non-European countries recognised by the Ministry of Education, Children and Youth must have the certificate of recognition of equivalent diploma in order to enrol for a Bachelor's degree.

If students are applying for a selective education course that applies the numerus clausus, their applications will be subject to a selection procedure.

Applicants with non-European qualifications who require a residence permit to live in Luxembourg cannot apply for part-time courses.

This information applies to students with secondary school diplomas from institutions in non-European countries recognised by the Ministry of Education, Children and Youth who have passed the first or second academic year at a university

Applicants with secondary school graduation diplomas from institutions in non-European countries recognised by the Ministry of Education, Children and Youth must have the certificate of recognition of equivalent diploma in order to enrol for a Bachelor's degree.

Entry conditions and enrolment period

This procedure is for all applicants with a non-European secondary school graduation diploma from countries that have not signed the Paris and/or Lisbon conventions on the mutual recognition of qualifications and who have completed 1 or 2 academic years in a University within the European Higher Education Area.

Online application dates and the documents to include with the application depend on the course selected.

Applications

All applications must be made online on the University of Luxembourg website. Students are invited to:

  • choose their course according to the prerequisites and length of study;
  • fill in the online application form before the deadline;
  • prepare the full application: print the form, attach the documents listed therein and send the completed application to the University of Luxembourg by post before the deadline. The postal address is shown on the form.

Provided that the application is complete, upon receipt, the documents will be forwarded to the Assessment Committee of the Faculty in question. Processing then takes approximately 4 to 6 weeks from the documents being received. There is no point in calling or writing any earlier.

Students with secondary school graduation diplomas from institutions in non-European countries, not recognised by the Ministry of Education, Children and Youth, who have completed one or two academic years at a university outside the European Higher Education Area

Entry conditions and enrolment period

This procedure is for all applicants with a non-European secondary school graduation diploma from countries that have not signed the Paris and/or Lisbon conventions on the mutual recognition of qualifications and who have completed one or two academic years in a University outside the European Higher Education Area.

If applicants do not meet the prerequisites for their secondary school graduation diploma to be recognised by the Ministry for Education, Children and Youth, they have to take an entrance exam organised by the University of Luxembourg. Once the application has been received, provided it is complete, the applicant will be asked to attend the entrance exam, which will be held in Luxembourg on the date shown on the notification.

The entrance exam consists of:

  • an essay on a topic of general knowledge in the 2 teaching languages selected;
  • a maths test.

Passing the entrance exam does not, in itself, guarantee admission. In fact, the application will be submitted to the Faculty's Assessment Committee for accreditation of prior university learning (for each academic year completed). Upon receipt of its decision, Student Services (Service des études et de la vie étudiante - SEVE) will inform the student by post.

Applicants with non-European qualifications who require a residence permit to live in Luxembourg cannot apply for part-time courses.

Admission to a Masters' course, or to training leading to a qualification or to continuing education courses

Entry conditions and enrolment period

This procedure is for all applicants with a non-European secondary school graduation diploma from countries that have not signed the Paris and/or Lisbon conventions on the mutual recognition of qualifications and who have completed one or two academic years in a University outside the European Higher Education Area.

If applicants do not meet the prerequisites for their secondary school graduation diploma to be recognised by the Ministry for Education, Children and Youth, they have to take an entrance exam organised by the University of Luxembourg. Once the application has been received, provided it is complete, the applicant will be asked to attend the entrance exam, which will be held in Luxembourg on the date shown on the notification.

The entrance exam consists of:

Simply passing the entrance exam does not guarantee admission. In fact, the application will be submitted to the Faculty's Assessment Committee for accreditation of prior university learning (for each academic year completed). Upon receipt of the decision from the Assessment Committee, SEVE will inform the student by post.

Applicants with non-European qualifications who require a residence permit to live in Luxembourg cannot apply for part-time courses.

Enrolling for a Doctorate (PhD)

Enrolment prerequisites

To enrol for a doctorate (PhD), students must fulfil certain prerequisites:

  • they must have a postgraduate diploma (full Master's (2-year course or 120 ECTS) or equivalent) obtained in Luxembourg and/or a foreign qualification. Upon arrival in Luxembourg, students with foreign qualifications must have them registered in the register of certificates at the Ministry for Research and Higher Education;
  • have been accepted by a PhD supervisor. To this end, students must email a professor with experience in the field of study envisaged, stating the subject of the thesis and a description of the research project; or
  • have been recruited following the publication of a job offer.

Joint thesis supervision is possible for various types of funding. In this case, applicants have to enrol without necessarily knowing the partner university.

Funding for PhD students

Candidates may enrol for a doctorate (PhD) at any time throughout the year. The enrolment procedure depends on the type of funding selected. The different types of funding for PhD students/researchers enrolled in PhD programmes are:

  • University of Luxembourg funding: the PhD student signs a fixed-term employment contract for 40 hours a week for a period of 3 years with the University of Luxembourg. This can be renewed for an additional 1-year period;
  • Industrial Fellowships: PhD students submit an application for the Industrial Fellowships programme to the Luxembourg National Research Fund (Fond National de la Recherche - FNR). Applications can be submitted twice a year. Once funding has been approved, the PhD student receives a grant paid by the FNR;
  • third-party funding: PhD students are 'sponsored' by a third-party organisation which funds their research under an agreement with the University of Luxembourg;
  • Self-funding: PhD students have no contractual ties with the University of Luxembourg; they fund themselves independently.

Enrolment procedure depending on the type of funding envisaged

PhD students funded by the University of Luxembourg or by a third-party organisation

PhD students must:

    1. have responded to an advertisement for a doctoral research post;

    2. have had their application accepted;

    3. fill in the online application and send their documents to the Doctoral Studies Office (Bureau des Etudes Doctorales). PhD students who are third-country nationals must also enclose the documents required in order to obtain a residence permit together with their enrolment application:

  • a birth certificate;
  • a certified copy of their passport in its entirety;
  • an extract from the criminal record (to be applied for in the country of residence);
  • a certified copy of their Master's diploma or equivalent;
  • a curriculum vitae;
  • a covering letter.

The documents to be submitted must have an apostille added by the competent local authority in the country of origin or be certified by the competent local authority in the country of origin and authenticated by the embassy.
If the documents are not drawn up in German, French or English, an official translation by a certified translator must be attached.

    4. the thesis supervisor sends a DACFD to the Doctoral Studies Office;

    5. receive approval from the enrolment supervisor;

    6. sign their employment contract with the University's Human Resources department;

    7. finalise their enrolment by paying the enrolment fees (EUR 200 per semester).

PhD students in the Industrial Fellowships programme funded by the Luxembourg National Research Fund

PhD students must:

    step 1: have responded to an advertisement for a doctoral research post funded by the Industrial Fellowships programme;

    2. have had their application accepted;

    step 3: submit the Industrial Fellowships application online on the website of the Luxembourg National Research Fund;

    4. once funding confirmation has been received, fill in the online application and send their documents to the Doctoral Studies Office. PhD students who are third-country nationals must also enclose the documents required in order to obtain a residence permit together with their enrolment application:

  • a birth certificate;
  • a certified copy of their passport in its entirety;
  • an extract from the criminal record (to be applied for in the country of residence);
  • a certified copy of their Master's diploma or equivalent;
  • a curriculum vitae.
  • a covering letter.

The documents to be submitted must have an apostille added by the competent local authority in the country of origin or be certified by the competent local authority in the country of origin and authenticated by the embassy.
If the documents are not drawn up in German, French or English, an original copy of the translation is required.

    5. the thesis supervisor sends a DACFD to the Doctoral Studies Office;

    6. receive approval from the enrolment supervisor;

    7. sign their employment contract, where appropriate, with the University's Human Resources department;

    8. finalise their enrolment by paying the enrolment fees (EUR 200 per semester).

PhD students with no financial ties to the University

PhD students must:

    1. fill in the online application and send their documents to the Doctoral Studies Office;

    2. the thesis supervisor sends a DACFD to the Doctoral Studies Office;

    3. receive approval from the enrolment supervisor;

    4. apply to the Ministry of Home Affairs for a student residence permit. In the absence of any contract, the student is responsible for making this application;

    5. receive temporary authorisation to stay from the ministry (generally after 4 to 6 months);

    6. finalise their enrolment by paying the enrolment fees (EUR 200 per semester).
