Conformity of vehicles for the purpose of registration

When you register a vehicle in Luxembourg, you must provide proof of conformity if:
- you purchase a new or second-hand vehicle (in Luxembourg or abroad); or
- you are importing a vehicle in the context of your move to Luxembourg.
In order to do this, you must provide:
- a European certificate of conformity;
- a photo of the manufacturer's plate;
- a conformity sticker (for vehicles not subject to periodic technical inspections).
Who is concerned
Anyone who must to prove the conformity of a vehicle as part of its registration.
How to proceed
European certificate of conformity
The certificate of conformity (also known as the European certificate of conformity, or CoC) is a document issued by the manufacturer at the time a new vehicle is sold for the first time.
It certifies that the vehicle is compliant with the European Union (EU) directives on vehicle approval and roadworthiness.
If you are buying a new or used vehicle registered for the first time after 1 February 2016, you must ensure that the European certificate of conformity is among the vehicle's documents.
If you are importing a vehicle (weighing under or over 3.5 tonnes) which:
- has a European certificate of conformity, you must present the document to the National Society of Automotive Traffic (Société nationale de circulation automobile - SNCA). This certificate contains the technical data required to proceed with the recording of the vehicle information and the registration of the vehicle; or
- does not have a European certificate of conformity, the SNCA checks the technical data on file at the time of its registration. There are then 2 possibilities:
- the technical data is documented on foreign registration certificates or technical reports; or
- the technical data is incomplete. You must then visit an approved technical service centre to have a technical report for the vehicle drawn up.

The location of the manufacturer's plate is specified in the European certificate of conformity.
In order to provide proof of conformity of a motor vehicle:
- in the context of registration of a new vehicle purchased in Luxembourg or abroad, you must present a clear and legible photo of the manufacturer's plate; or
- outside the context of registration, you must submit the following documents:
- a photo of the manufacturer's plate; and
- the administrative record for vehicles registered for the first time after 1 February 2016.
Your vehicle:
- must not have been modified or converted; and
- must be covered by a full European certificate of conformity exempt from any inconsistencies.
It is possible that your vehicle may have undergone modifications that have altered its technical characteristics such as:
- a combination of modifications: 2 or more modifications that affect each other (e.g. wheels and suspension); or
- a single modification (no combination) to a car, van or motorcycle.
When you are submitting your registration documents to the SNCA, you have to complete certain procedures which also apply to vehicles over 3.5 tonnes.
Depending on the modification or combination of modifications, you must provide:
- the report from an approved technical service centre to prove that the modifications made to the vehicle comply with the legal framework; and/or
- a certificate of conversion issued by an automobile-industry professional together with:
- a listing of:
- the vehicle's chassis number;
- a precise description of the modifications;
- references to the technical reports for the parts fitted or modifications made; and
- a copy of the technical reports; and/or
- details of the adjustments carried out.

Conformity sticker (for vehicles not subject to periodic technical inspections)
When the vehicle to be registered is not required to undergo periodic technical inspections, it must be covered by a valid conformity sticker.
If your vehicle meets the legal requirements, you can request the conformity sticker at the SNCA and keep it with your vehicle's documents.
The following road vehicles are not subject to periodic technical inspections:
- motor vehicles with a maximum design speed that does not exceed 25 km/h;
- trailers not intended for the transportation of people and whose maximum authorised mass does not exceed 750 kg;
- mopeds and light quadricycles;
- tractors and mobile machinery:
- with a maximum design speed that does not exceed 40 km/h;
- whose unladen mass exceeds 600 kg; and
- that are not meant to exceed 25 km/h when they are towing one or more other vehicles;
- vintage vehicles registered for the first time prior to 1 January 1950.
Renewal of the conformity sticker
You can apply for renewal of the conformity sticker:
- online via MyGuichet.lu. This is a procedure with authentication that requires:

- a LuxTrust product; or
- a Luxembourg electronic identity card (eID); or
- by registered letter to SNCA - B.P. 23 / L-5201 Sandweiler; or
- at the reception desk of one of the 3 SNCA sites:
- in the north of Luxembourg (Fridhaff);
- in central Luxembourg (Sandweiler);
- in southern Luxembourg (Esch-sur-Alzette).
